Win-Fred MPO Transportation Improvement Program (TIP)
The Win-Fred MPO Transportation Improvement Program (TIP) is a prioritized, fiscally-constrained, multi-year list of federally funded transportation projects and improvements within the MPO area. The TIP must also be multi-modal, including highway and transit-oriented projects. Under federal law, the TIP must cover at least a four year program of projects and be updated at a minimum of every four years. In addition, projects in the TIP must be prioritized at the regional level and have clearly identified funding sources.
All transportation improvement projects, programs, and operations receiving federal funds in the Win-Fred MPO area must be authorized through the TIP process. This includes highway projects, transit capital and operating funds, planning funds, and other federally funded projects. The exception is federal airport funds for Winchester Regional Airport, which are not subject to the requirements, but can be included in the TIP for information and coordination purposes.
The TIP authorizes the organization implementing the project (e.g. VDOT, Winchester Transit, etc.) to obligate federal funds for listed projects and operations over the next three federal fiscal years. A federal fund obligation commits the federal government to pay or reimburse the State or other governmental entity for the federal share of the project’s eligible costs. The first year of an approved TIP constitutes an “agreed to” list of projects for selection purposes, provided that anticipated federal funds to the region are available.
Every TIP must be reviewed by the U.S. Department of Transportation and a determination must be made that the TIP is based on a continuing, cooperative, and comprehensive planning process carried out by the State, the MPO, and the transit operator.
